That’s how much money the city is ready to shell out for a new, state-of-the-art library downtown. The 42,000-square-foot library, for which construction broke ground May 19, is slated to be open by spring of 2010 and will include large reading areas, study rooms, a business and career resource center, a conference facility, a café and a bookshop.
