#30. Portsmouth

Alas, it’s not just moose and snowmobiles in New Hampshire; there are also jobs, particularly in Portsmouth. It ranks in the top 5 on this list for unemployment (4.2%), and has seen some decent high wage job growth and growth in household income. Well-rounded is probably the key word for this city in terms of others on this list: It has decent affordability, decent amount of small business loans, decent culture and arts scene, decent crime rate, etc. Bottomline: Portsmouth, like Santa Fe, has a great foundation for growth.
