To build a stronger workforce, New Mexico invests in scholarships that make higher education affordable and help residents complete certificates and degrees in high-demand fields.

When Opportunity Knocks

Stephanie Rodriguez, secretary of the New Mexico Higher Education Department, says the state’s Legislative Lottery Scholarship has been highly successful in retaining recent high school graduates who want to stay in New Mexico.

“Most of our Lottery Scholarship recipients stay in New Mexico, start their families here and have their kids go to school here,” she says. “But we didn’t have a similar program for adult learners. Maybe they lost their lottery scholarship and couldn’t return to college. Maybe college was not an option when they graduated high school because they had to go straight into the workforce.”

The Opportunity Scholarship – which began as a pilot program in 2020 and was designed to support adult learners and returning students – covers tuition and most required fees for eligible applicants at all public two-year and four-year higher education institutions across the state.

To qualify, students must be established New Mexico residents and enroll at least part time in a certificate, associate or bachelor’s program at an eligible public college or university. Additionally, recipients must maintain a minimum 2.5 grade point average.

Flexibility for the Modern Student

“The majority of New Mexicans are those nontraditional students who need those levers of support, whether it be financial or wraparound services to be successful,” Rodriguez says. “What’s great about the Opportunity Scholarship is the flexibility of part-time or full-time enrollment. If you have a family and have to work full time, you can use the Opportunity Scholarship to go back to college part time.”

That flexibility is a game changer for people balancing education with real-world responsibilities.

“When we were doing our research, we found the average age of a college student in New Mexico is 26 years old. There was this whole constituency of people who weren’t being supported with tuition-free programs,” Rodriguez says.

Destinee Salayandia, interim assistant vice president of student affairs for Eastern New Mexico University (ENMU)-Roswell, says the scholarship directly strengthens the state’s talent pipeline and helps keep more homegrown graduates in New Mexico.

“We’ve seen a huge increase in our skilled trades, healthcare and education programs. This scholarship is preparing students to find jobs locally and strengthening our relationships with community employers,” Salayandia says. “As a technical education school, we have industry, health and tech partners eager to hire our graduates, and that’s creating real opportunities for students to enter the workforce as soon as they complete their programs.”

Meeting High-Demand Industry Needs

Salayandia notes that the scholarship does more than just cover costs – it transforms lives by offering a clear route to better wages, job security and career growth. For working ENMU students, tuition-free education provides the crucial stepping stone needed to advance, pivot careers or step back into the workforce.

“Many come in after working other jobs, then enter programs like nursing, welding or aviation. Because there are positions for them right here in the community, it’s really opened doors,” Salayandia says. “Oil fields are constantly seeking welders, and our graduates are ready to go straight into the workforce. We also have two hospitals and many doctors’ offices always looking for nurses, so those students can step right into work as well. Covering tuition and fees through the scholarship has helped students pursue new and different opportunities.”

Credentials Bolster Communities

For businesses, states with accessible higher education are more attractive because they signal a steady pipeline of skilled labor – fueling growing sectors like oil and gas in the southeast and renewable energy in the northwest. Additionally, the scholarship helps boost educational attainment in the state’s rural and tribal communities.

“We looked county by county and saw that in many rural areas, educational attainment often didn’t go beyond an associate degree. We know if you want a workforce, you have to educate the workforce,” Rodriguez says. “By supporting certificates through bachelor’s degrees, including stackable certificates in high-demand fields, the scholarship helps communities build the skilled talent they need and allows people to live and work where they’re from.”
