Rapid City, SD, Collaborates on a Multipronged Economic Development Strategy

Rapid City is making a name for itself, thanks in part to the recent transformational developments in the region. New industrial centers and reimagined districts are transforming the local economy, strengthening the labor market and modernizing essential infrastructure. 

According to Darren Haar, chief operating officer for Elevate Rapid City, Rapid City’s growth is the result of a coordinated economic development strategy designed to strengthen the region. 

Elevate Rapid City, the City of Rapid City and partners around the region are working together to align infrastructure investment, business expansion and placemaking projects that support sustainable growth in population. 

Black Hills Industrial Center 

The Black Hills Industrial Center is a part of that revitalization and growth strategy. “As a privately owned, 700-plus acre, shovel-ready industrial park, the center is designed to attract advanced manufacturing, technology, aerospace and defense, and value-added agriculture companies,” Haar says. “With modern infrastructure, direct interstate access and workforce training partnerships, the Industrial Center provides the type of sites today’s companies need – and its success directly translates into quality jobs and new residents.” 

The property is centrally located, ideal for businesses of all sizes, and zoned for heavy and light industrial, and commercial use. 

Tax Increment Financing 

Rapid City’s Tax Increment Financing (TIF) Districts are also making a significant impact on the region. Intended to fund public improvements and attract new businesses, high-profile TIFs, including Marshall Heights and the Catalyst District, are helping accelerate the region’s momentum. 

In August 2025, Marshall Heights was approved for commercial development. 

As Haar explains, this area is unlocking redevelopment of one of the city’s most visible commercial corridors by supporting upgrades to roads, utilities and retail-ready sites. 

The redevelopment project will include the demolition of existing structures for the construction of new businesses and infrastructure projects. 

“The Catalyst District is also focused on mixed-use revitalization that supports housing, small-business development and community amenities in key areas of town,” Haar says. “These TIF districts give Rapid City a competitive edge by enabling infrastructure improvements that might otherwise take decades to complete.” 

The Innovation District 

The Rapid City Innovation District is a strategic urban development initiative designed to transform a corridor between downtown Rapid City and South Dakota Mines into a nationally recognized hub for underground mining technology and applied innovation. 

Funded by an EDA Tech Hubs strategy development award and consortium – which includes local governments, university and education partners, private sector and industry partners, and the Sanford Underground Research Facility – the Innovation District encompasses a compact, walkable area that includes innovation spaces, mixed-use housing and retail amenities, and public parks and spaces. 

“By concentrating researchers, students, entrepreneurs and industry professionals within close proximity to each other, the district facilitates spontaneous interactions and collaborations that spark innovation,” Haar says. 

Together, these developments in Rapid City form a unified strategy. 

“The goal is to build sites where businesses can grow, revitalize key commercial areas, increase housing options and enhance community amenities,” Haar says. “This coordinated approach supports both sides of the growth equation – attracting employers with high-quality sites and talent with livable, connected neighborhoods. 

“As a result, Rapid City is seeing strong population gains, new industry investment and a diversified economy,” he adds. “These projects aren’t just driving growth – they are shaping the future of Rapid City into a vibrant, opportunity-rich community.”
